Preamble
We the People of the Youthcracy, in order to form a more perfect society, establish justice, insure domestic tranquillity, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this constitution for the Youthcracy.
Article I. - The Laws of the Youthcracy
Section 1- Laws of the Host Country
All the citizens of the Youthcracy are obliged to comply with the local laws of the country they are in, in order to keep peace and legitimacy in our state.
Article I., section 1 of the constitution is not subjected to changes.
Section 2- Laws of the Erasmus+ Program
All citizens of the Youthcracy are obliged to comply with the laws of the Erasmus+ provided by the European Union in order to maintain the aims of this program.
Article I., section 2 of the constitution is not subjected to changes.
Section 3- Laws of the Loryhan Accommodation
All citizens of the Youthcracy are obliged to comply with the laws of the Loryhan Accommodation in order to maintain the aims of this program.
Citizens are not allowed to mix in the rooms.
Breakfast for citizens is possible only between 8:00 and 9:00.
Lunch for citizens is served at 13:00.
Dinner for citizens is served at 19:00.
The Government of the Youthcracy organises cleaning of the common spaces (not rooms, not kitchen, not toilets). Citizens are obliged to follow instructions for cleaning.
Silent time starts at 22:00 in the main building. Citizens are obliged to not disturb the silence in the main building after 22:00.
Article I., section 3 of the Constitution is subject to change only with the approval of the manager of the accommodation (Abraham).
Section 4- Laws of the Youthcracy
“Bora Bora” rule. All citizens are obligated to switch to a common language (English) once any member of the group says “Bora Bora”.
Non-alcohol policy. All citizens are obligated to keep the non-alcohol policy during the youth exchange.
Only citizens who have reached age 13 and present their ID card are allowed to vote and to be elected.
Being on time. All citizens are obligated to be on time in order to follow the project's schedule.
Smoking is allowed only during breaks in specified areas. (includes vaping, chewing tobacco and other nicotine products)
Every citizen is entitled to only one vote
Article II. - The Legislative Branch
Section 1 - The Parliament
The Parliament of the Youthcracy shall be the sole constitutional and legislative body of the Youthcracy.
The Parliament of the Youthcracy consists of 5 seats.
The Members of Parliament are elected by universal, equal and direct suffrage by secret ballot.
Citizens are allowed to candidate for elections only as a member of a political party. Each political party is required to have at least 20% of the eligible votes in order to be in the parliament. The parliament of the Youthcracy can consist of a maximum of 5 political parties.
All changes in the Constitution are to be announced during the general assembly and communicated through official channels.
The Parliament has the power to change the Constitution of the Youthcracy by approval of at least 4 members of the parliament.
Article III. - The Executive Branch
Section 1 - The Government
The executive power shall be vested in a Government of the Youthcracy.
Government consists of 3 seats and has an executive power.
The winner of the elections has the mandate to propose the Government to the President for approval.
Government has the right to call for a general assembly. Citizens are obliged to participate in the general assembly.
The Government has the power to appoint Police Officers.
The Government has the right to manage the budget of the Youthcracy.
The Government has the right to manage the daily activities of the Youthcracy.
Section 2 - The President
The President shall hold his/her office during the whole duration of the Youth Exchange Youthcracy.
The President approves the Government as well as Parliament and the laws given by the Parliament of the Youthcracy.
The President has veto power over decisions made in the Youthcracy.
Article IV. - The Judicial Branch
Section 1 - The Judges
The judicial power is vested in 3 Judges of the Youthcracy appointed by the President of the Youthcracy.
Judges have the right to judge the citizens of Youthcracy.
Judges can judge the citizens only according to valid laws written in this constitution.
The decisions of the judicial branch are decided by the majority of Judges.
Judges judge the citizens based on reports made by the police.
Section 2 - The Police
Security and legality in the state are provided by the Police of the Youthcracy, consisting of 3 Police Officer selected by the Government.
Section 3 - The Punishment System
The Police can grant the following sentences to citizens without a trial:

Public apology
Judges can grant the following sentences to citizens through trial:
Police warning
Public apology
Appropriate penalties proposed by judges (public service)
Losing citizenship
Exclusion
Article V. - Citizens Rights
Section 1 - The Referendum
Every citizen of the Youthcracy, qualified to elect the Parliament, shall have the right to vote in a Referendum as well as propose it.
Over 50% of citizens have to vote in Referendum in order to be valid.
Referendum has a legal power to change the Constitution of Youthcracy.
Section 2 - The Immunity
Only the president is provided with legal immunity
Section 3 - The Amnesty
All citizens can be granted amnesty by the President of the Youthcracy.
Article VI. - Final provisions
Constitutional laws, laws and other generally binding legal regulations shall remain in force in the Youthcracy unless they are in contradiction with this Constitution. They can be amended and repealed by the appropriate authorities of the Youthcracy.
